I don't really understand why this has become a thing, delaying games even more isn't going to fix this nonsense. The problem comes from refs "leaving it to VAR", then VAR not deeming said "leaving it" as a clear and obvious error, so very little gets given. If letting refs video ref their own game is the solution what's the point of Stockley Park? Hell, get the 4th official to do it.
