You CAN create a Japanese account and get games and demos that will NEVER come out in the West, but it's helpful to be able to speak and read Japanese for that to a relatively fluent level...Curses. You just need a Japanese or American address. For America I used the address off the back of a CD I had (I think now my US address is Tori Amos' management amusingly). As far as credit cards etc goes, I haven't looked into that yet, as it may be a little illegal if you can't use the same credit card in different countries.
