Probably, but I know of at least one instance of a pre-order being cancelled by Amazon.

GameStop has this on their website as a $49.99 pre-order. I thought it'd be $29.99 at most. I never thought it'd be a near fully priced game.

It's listed in Canada as a $64 pre-sell - shit. That's just 15 dollars off a full priced game here.

The price is because they are providing the add-on content at launch for PS4. I'm not sure how much all of the DLC costs on the PC, but it must be close to that price point with the game included.
