If that came off Milner then it's a goal, simple as that. He is in an offside position only if a City player has passed it to him, which doesn't appear to be the case. Tough for the officials but by the laws of the game it should've stood.

Offside doesn't apply regardless of number of players behind the ball because the defender played the ball. For example, it's like those silly goals you sometimes see where the keeper puts the ball down and a player comes from behind them, nicks the ball and scores. They're coming from an 'offside' positon but because it's the keeper playing the ball, it's irrelevant.
