Sorry...you get a guy like JJ Nelson, who ran a 4.28 40, and give him a running start so he can be at/near full speed when the ball is snapped?  NO way someone going from a standstill is going to catch him

I was more talking about the application of the rule in the NFL but yes, the XFL guys will almost definitely suck! :P

to that player until the three-year period expires.
              Players will be allocated to AAF rosters based primarily on the proximity
where they played college, according to ESPN. For players whose college team
doesn't provide a clear fit, they will be allocated based on their most recent
NFL or CFL team. If the player doesn't have a college fit and hasn't played in
the NFL or CFL, they will be eligible to sign with any team.
              Teams can only take one former college quarterback from their region.
              AAF team locations include Birmingham, Orlando, Atlanta, Memphis, San Diego,
San Antonio, Phoenix and Salt Lake City.
              Combines will be held next month in Los Angeles, Houston and Atlanta,
according to ESPN, with the fee to participate being $175.

Players going to AAF teams based on where they went to college seems like an odd choice. Birmingham and Atlanta franchises are going to dominate, what with them getting the SEC talent that doesn't go to the NFL. San Antonio should do well too. Teams like Phoenix and Salt Lake City could be yearly bottom-feeders assuming this lasts multiple years. 

They really should either let players sign wherever they want, or have an inaugural draft where every team has an even chance to build their squads. Birmingham getting all Alabama and Auburn kids, Atlanta getting all Georgia kids, San Antonio getting all the Texas, A&M, and Oklahoma kids, and Orlando getting the Florida, Florida State, and Miami kids just doesn't seem right.

I've been thinking, and here's how I'd a new football league:

No coin toss. Visiting team gets to decide if they want to receive or kick. 

Backfield is allowed in motion just like in the CFL.

To make things more interesting, touchbacks = ball on the 10, not the 20. 

Second unsportsmanlike conduct or unneccesary roughness call = auto ejection. (For purposes of this, one of each would also equal ejection.)

QB = Touch football rules if the QB is throwing. They're overprotected already, so why not take it to the extreme? If the QB is scambling/running, they can be hit like any other player.

Helmet to Helmet hits: If a hit occurs due to a defender lowering their head at the last possible second, that player is benched for the rest of the drive, and if the play resulted in a first down or score, the play is negated. (Do-over.)

Overtime rules (Regular season only): Each possession the visiting team starts with the ball on the 50 yard line, while the home team starts with it on the visiting team's 40. Must go for 2 pt conversions on every TD. During the playoffs and championship game, both teams start with the ball on the 50. During the championship game ONLY, a field goal cannot win the game.

No white jerseys, unless it's actually a team's main color.

It's an American Football league but there are no fixtures released at the start of the season. Instead 'XFL Friday Night Football' will start from a random stadium somewhere in America. One team will take the field and start warming up, then a second team will run out and interupt their practice. Then the XFL Commissioner will come out onto the field and make them play each other. Then they play each other again the next week, with the team that lost in week one winning in week two. Then after eight weeks of playing each other, they play each other again for the XFL Superb Owl trophy.

Allegedly from reddit ....

Apparently cities will be announced on December 5th with Houston, New York, and St. Louis expected to be among the final eight.

Also, grain of salt etc., they will announce their tv deal on December 13th with Fox and NBC both negotiating.
