IMO they fall into a general dance category. Of course, they're not strictly dance, but neither are Goldfrapp, Portishead, Bjork or The Rapture.

According to Jook's definition of dance Depeche Mode definetely fit :P Especially later stuff. And Personal Jesus was a major prototype for dance and rock.
