Because the game is not designed to allow this to happen. 

I replace the Data folder and then start a new game

I have the same problem. For example Finn Balor is still Intercontinental Champion and on Smackdown. I deleted the data folder and then downloaded this data into it's place.

To be honest I thought Britain or Europe was a setting for promotions but its not. haha

Would take a bit of work I guess since most of the promotions are small except 1PW
