Text is horrible in my opinion, but the background is pretty decent. Improve on the text and it'd be pretty good.

What program did you use to make it?

Do you think I ripped it or something?

I use Photoshop CS, downloaded some brush packs, then just brushed over some clouds, added a colour balance, played about with the curves, added some text with a gradient and text effects, moved the text under the colour balance so it changed to Blue and White as opposed to Black and White, bordered it with a 1px black border, then uploaded it.
