Help remembering an 80s animated movie

Back when I was young, like 8. The only thing I remember (besides some bitch getting lost and finding some Icetopia thingy) was the fencing contest where a big fat hippo cheated to beat some cheetah and then it was restarted.

There was a rather large amount of dogs in it though, and when I think 80's animated movies, I think that. Sowwys!

Yeah, I remember it too. That's why I was all like WTF when you said that might be it. Two totally, distinctively different shows.
