If so, the answer is probably no, as these three are the only options in the game. Somebody may have made one once upon a time where foreign promotions are created but based in one of those three and not the correct ones, but it has not been widely released and/or distributed.

There's a Japanese scenario that somebody made, you could search for that...I can't remember any specifics, but I think it was 2008 or 2009 in game.
