Question: If a wrestler is a color commentator for one of your shows, and you never use him otherwise, does he lose morale at all?

how won't lose morale and you won't pay him either... Worker/Colour Commentators don't get paid as they're not staff and they're not on-screen talent. Until you use him in a segment.
