Is there a way in Paint Shop Pro to create a glow effect, such as around the edges of a PSD like a wrestler?

Never done it personally but perhaps try:

On the layer where the PSD of the wrestler is, use the magic wand to select the rest of the graphic (anti-alias on but no feather). Invert the selection so you have a selection the same shape as your psd.

Create a new layer without cancelling the selection. Then go to the Selections menu and try adding a feather of 2-5. Then fill the selection with white/whatever colour glow you want. Cancel the selection and move the layer behind the psd.

If you don't understand some of that let me know. Show me the results if poss.

This worked pretty well, but I guess I worded the question wrong which was my fault...I've seen other people create an effect to where the whole PSD kind of had a glow to it...AJ, or anyone else for that matter, do you know how I could, if I could produce this affect in PSP?

Do you mean an effect kinda like this?

That's a popular effect.

Duplicate the layer with the PSD on

Gaussian blur

Set layer to hard light and adjust the opacity
