I'm not a fan for the image either, but unlike the person above me, I'll help you! You butchered the background when you added the filters to it. It looks pretty bad, to be honest with you. You're fairly new to graphics aren't you? Try using some stock photos and brushes to create an effective background. Don't blend PSDs, blend scans! The main cut could use some work. Duplicate the layer, set it to softlight and give it a small blur. Play around with small effects like this to create good looking cuts. The text is very bland and the glow doesn't look too good. I'm not a fan of the font and personally, I think Tahoma would look pretty good on an image such as this. If I had to give you a rating in numbers you'd probably get a 2 or so/10. Nice try, keep working on it.

You're onto something here, but lose the effect you have on the background and something a lot more smooth and less "look at me Ma, I'm using effects on Photoshop".
