Any country that falls under UEFA jurisdiction has at least one Champions League place and at least one UEFA Cup place.

The reason you don't see so many of them is because the Champions league has 3 Qualifying Rounds (Man Utd + Liverpool will enter at the third) and the UEFA Cup also has at least one qualifying round. Many of the teams from countries where football standards are not as high will go out in the Qualifying Rounds.
