Yeah, I use Paint.net and I don't know how to make good effects and I cant use brushes. But I found that picture on a different site and I didn't say it was mine. But thanks!

EDIT: I added the eagle eye stuff but the background isnt mine BTW.

there's a neat tutorial here that will help you replicate the effect that the original background utilized, if you would like to try your hand at it yourself. It's a Paint.Net tut as well

I think the GIMP is generally favoured over Paint.Net, though I won't swear to it. It might be worth seeing if that's a more powerful tool
