Technical is the magic stat, but at least one other stat has to be high as well.

Off the top of my head... if a worker has technical of 61+ and another stat of 61+, they will be a "great all rounder".

81+ and it's world-class all rounder.

Could be wrong.

EDIT: Checked it, and pretty sure I have the right numbers.
