Making 3D Figures/Blender 3D

Firstly, is there any program (preferably free) that you can use to quickly and easily make and edit basic 3D figures? Nothing professional, just basic 3d characters with different hair colours, expressions etc. I tried Poser, but I was pretty useless. I'd try to move the guys arm up slightly and end up turning him inside out.

Secondly, and related to the first question, I downloaded Blender 3D today. Anyone know if it's possible to import premade characters into it, and then just edit them in there? I'm kinda getting the hang of the basic controls, but I don't want to have to build a guy from scratch.
