Paint Shop pro problems

Hello there, i'm looking for some help with creating rectangles that have rectangles inside them transparent. Think of the NWO logo and thats how i'd like to be able to create a rectangle, now i know that sounds like a pretty easy and stupid task, but for some reason i can't figure it out. I can create a black rectangle and a white one inside it, but when i add text and whatnot and go to effects it only uses effects on the text. So somehow i've got to make the program think that the rectangle is some sort of object, so effects can work on it.

So far i can only think of creating a rectangle with a massive border, but how would i make the inside transparent? :( Someone help me EWB

Well this is how I did it:

* Add a new layer

* Use the selection tool to draw out the rectangle you want.

* Flood fill it with the colour you want (black, in my case)

* Go to Selections > Modify > Contract (something like that) and choose how thick you want the border to be.

* Hit Delete to cut out the middle of the rectangle

Sounds more complicated than it is.

As long as you're on a normal raster layer and not the background layer, it should end up like that.

These are basic selection questions, I strongly suggest reading some tutorials on things like this. Here's a couple for photoshop.
