Gameshark/Action Replay

Can I play PAL games on an NTSC system without a mod chip, like if I used gameshark or action replay?

I bought some games while in England, and I want to know if I can get them to work with the above methods.

I know on my action replay max there is a setting to allow me to watch other region dvds but I don't think that includes games.

The action replay I have for my PAL Gamecube lets me play my US copy of Resi 4 so I assume that there'd be an alter-ego for whatever you're talking about.

The only ways I know of are:

1. Modchip

2. Swapmagic

I haven't researched it in a while though so there could be a newer way now
