Line tool problem in Photoshop

I hope this is posted in the right place...

In Photoshop 7.0, I have been doing a technique for many months of making borders for graphics by simply applying the line tool on all four edges. As its always done, I've had to adjust two sides to bring the lines into the actual picture itself instead of the outside where its placed for some strange reason. Opening up Photoshop a while back and trying to do a border, for some reason no matter what I do, when I apply the line tool I can't adjust/move the line at all.

Is there a certain option I may have accidentally clicked on that locks the line from moving at all that ISN'T the lock option on the section listing the layers?

Also while I'm at it - is there actually a better way to make borders than using the line tool?

Flatten the image > select the marquee tool > select the entire image (ctrl + A) > Stroke

Set it to 'inside', that's how I've always done it
