The best is probably Papers, Please; a game where you are the border inspector for all documents of citizens attempting to enter a fictional communist-esque country that has just reopened its borders. All are free to play.

You have to let a bunch of people through each day to make more money. I think your family gets sick and stuff so you have to pay for medicine and heat and food. You get infractions for letting people through you shouldn't have. More seals and stuff you have to check comes up to make it harder. People will pay you money to get through without valid ID's and passports, and you need the money to support your family so you have to either let them through and take the money or not.

I've not even played this game yet but I already love how the title bounces up and down in time to the music on the menu screen. Surely it can't get better than that?

I played the beta of Papers, Please. For how mundane the premise sounds, it's actually a really good game, and you'll get sucked in pretty quick.

It really is a great find! Did you try Republica? That's a nice game if you want to pass a little time. Super simple, but you can lose really quick.
