So apparently there's a film with a talking dog in it. Said dog is alledged to have sung "You take the high road, I'll take the low road" blaa blaa blaa, you know the one.

Anyway, can anyone remember it? What was it called? My friend can't remember, and it's driving him insane, and in turn that's driving me insane.

he belonged to some professor dude ( i think) who died so now he belongs to a kid. the treasure is in a badge but they think its at the race course

I searched google for "talking dogs looking for treasure" and sadly never got your movie... however I did find a fil from 1998 called "My Magic Dog":
