No, sorry, that's not the right one. The one I'm thinking of is fairly recent (2003 or so), and was reviewed on Scotsmanality once upon a time.

It looks pretty cool. Very different style to EWR/TEW. Doub't it'll have the depth, but I'm sure it'll be fun to play.

It's different than EWR and it's been proven that to have a good game, it needs to be a different style totally, so it's good.
