Yeah, I'd only add in the 'fringe' teams that stand a chance, but don't usually qualify. Like Finland.

If you've still got your old game, go and have a look at the final qualification standings and keep all the players from countries that qualified but are unplayable, and teams that finished one place outside qualification.
