I'm not fantastic with offering helpful feedback, but I do like it alot. The city, the women, and the red look brilliant, but the white looks a little naff. But Nice job.

to be frank , I'm not liking it at all. looks like you made a selection around the subject filled with a color and adjusted the blend mode

I'm no graphics expert, so to me it just seems like a darkened picture with a ridiculously white/bright blob in the middle. Oh, and a woman.

not keen on it either...contrasts looks far too high and the details have suffered because of it.

I like it, but it just needs more work on it. There's just not enough to it if you ask me. The colours are good enough but need working on with the brightness, few tweaks and it would look much better. I like the idea of what you've put together though, just needs work in certain places though. Try do some other little things to it, sort out the colours and add a few things into it (Y)
