All Points Bulletin is a PC game that is half GTA and half Crackdown. You play either cops or robbers in a huge sandbox city with tons of other players. It's in the beta stage at this point, but it is pretty cool. From the wiki blurb:

The game takes place in a modern-day, fictional city of San Paro where there is a constant battle between "Enforcers" and "Criminals", and the player will need to decide to which Faction they want to belong. The two sides battle out for control of the city, with territory within the city being contested continually 24 hours a day, so that players must concern themselves with both offensive and defensive moves.

Other activities involving missions within the game allowing the player to earn extra money, which then can be used to upgrade weapons, vehicles, and their character appearances, all that influence the game itself. For example, several Criminal players may rob a convenience store within the game; the game will then seek out one or more Law Enforcement players of equivalent skills and other criteria, and will issue an all-points bulletin for them to stop the robbery.

I am in the beta, although it sucks because my computer is hideously underlevelled when it comes to mmorpgs and the like, so there was ridiculous lag. Saying that, there were tons of players online, and last I checked there was a good amount of customisation available. Anyway, they've given me an access code for the beta, applicable to EU users only. If you've got a heavy duty rig and wanna check it out, let me know.

Do you play this game at 9PM Till You Come?

Speaking of games sharing names with other games, apparently there's a game called Crackdown on Sega Mega Drive/Genesis.
