Is Jeff Jarrett technically a Eurocontinental champion? I seem to remember him beating D-Lo and then giving the Euro belt to Mark Henry.

Beating D-Lo for both titles after D-Lo beat him to win the IC and retain the Euro belt previously.

He still held both titles for a day before giving the Euro title to Henry, so I'm sure it counts.

Yeah, Jarrett is considered a Eurocontinental champion. He did hold the two titles simultaniously, even if for a very, very brief period.
