The term 'chav' has been around for a long long time. Gypsies in Kent (lovingly known as Pikies before the government decided that it was 'wrong') use "chav" as the word for a little child.

I guess because a lot of gypsy children have had a view of them developing as larey, uneducated and with gold earrings, then the word became more all-encompassing.
