Noone is my guess since noone's ever done an Angel mafia.

Buffy was done twice sucessfully, but Angel's never been claimed, and it's a rather seperate entity. I'd believe a nod of curteousy could be directed to both momo and ace as the owners of the buffy mafia, but I can't imagine you needing anyone's permission.
