Who has recieved the most nominations for the Best Actor Award without ever winning it?

Keeping up the Oscar snub list, 4 directors share a tie for most Best Director nominations without a single victory. Name one of them.

Edit: It's actually 4, not 3. Still, 2 of them are pretty dang obscure.

Nope, Lumet was nominated 4 times without winning, but not quite as many as the men I'm looking for. Not surprisingly, all four men had careers that spanned decades.
