It hasn't, it's the same sort of thing as Higuain 'agreeing terms' with Arsenal without the club actually making a bid. They have a contract settled for when the bid is reached, but right now the bid hasn't been reached so Silva remains at PSG.

Barcelona couldn't afford him in the past (which is why he went to PSG in the first place) so how can they afford him now?
