I remember there being a rumor about El Rey (the network) launching next month but even if that's true, there haven't been any tapings for the show, so...

Yeah, El Rey launches December 15th. If you go to their website and watch the 4 minute video they have there, Rodriguez talks about bringing lucha to American audiences.
They may not start out by taping anything exclusive for the American market, I just assumed they were going to dub English commentary over some more recent tapings at first anyway.
