I don't think Yahoo gives you the option to let you use TE in a flex spot from what I remember but a 14 team league with 1 QB, 1 RB, 1 WR, 2-3 Flex, 1 K 1 Def and one fewer bench spot should work.

And on topic, I started a league on ESPN that has 2 QB spots, 2 RB, 2 WR, 1 Flex, 1 RB/WR, 2 TE, 2 K, 2 D/ST and 1 Head Coach (you get points if they win, especially by a large margin, but it's only worth 10 points max) with 15 bench spots. 4 Teams in all. Fun league and fairly competitive.
