Absolutely love the idea of Governors in this game. Gives each city unique strategic values. Also digging the Nubians & Scots. Nubians are awesome in the early game for cleaning Barbarian house, then switching up and just exuding culture once you're comfortable with how much land you have.

I'm on board with the crazier notion of him going to Philly. Perhaps hold off until the Rise & Fall expansion, as it stands to really change how mid-and-late game strategies change. Plus there will hopefully be a bundle that has every additional Civ along with the expansion.
