He didn't make a "football move" with possession. If he'd been a RB that would have been a TD the moment the ball crossed the plane of the goal line. Stupid rule, but the NFL is the king of stupid rules these days.

They did look at the replay, and didn't see a need to drag it out because the correct call was made. Had he been a Packer playing the Giants that would have been a TD, not that I'm bitter or anything.
