It's not as if the Togolese FA complained AFTER being told they couldn't continue in the tournament.

I think on this occasion CAF need to make an exception. It's bad enough that Togo pulled out of this year's tournament when they were a strong contender to win the thing. Very unnecessary punishment, I hope FIFA can step in and try to make this fair (although FIFA are not exactly the best at being fair either).
