Celtic turned down like 3 bids for him from Norwich in January, this rumour doesn't mean it's a foregone conclusion they'll sign him.

It's yet to be seen whether or not Hooper can even get it done in the Premier League. There is a big, big difference in quality between the Premier League and the SPL. Especially as he plays for the team that is far and away the best in the SPL.
