It's all about making money and having clubs on a cheaper game would cost money and be a disincentive to move to the current generation. Notice how Ultimate Team is still on PS3/360? That's because it's a cash cow and people will keep ploughing money into it. Ultimate Team is going to keep growing at the cost of other features because of this.

Oh I forgot EWB's club will be on PS4 this year, that should be fun...
