The Baltimore police had beaten the guy so severely, he had a broken spine/neck and was in a coma less than an hour after he was arrested.

Possibly. We don't know exactly what happened except for the fact he got arrested and sometime between then and being placed in an ambulance 45 minutes later had a broken neck. Nobody's completely sure how it happened but it's all but assured there was police irresponsibility and possible brutality.

Also fans were allowed to leave as the game ended. Fans drinking in the city earlier in the day helped flame the riots from many reports too, so good work drunk sports fans.
