I believe what was cited was that he went into quarantine before stay-at-home orders were issued.

Yeah he went home a week before stay-at-home orders came into effect in Connecticut. Basically he had a whole week he could have been in Stamford that he wasn't. Which seems weak since by March 13 everything ground to a halt.
