I always thought it was a handball if it was on purpose, or if your hand stops a goalscoring opportunity/shot on goal, whether you mean it or not.

By that, it'd be a pen.

The arm has to be in an unnatural position if it's not 'deliberate', I think. That one clearly wasn't, he was sliding in and used that arm as support.
