Yeah, pretty sure the game just rotates the same ten host cities, if you play for long enough.

I noticed that 2011 or 2012 did seem to at least make it look like other countries were bidding, but I didn't see much variation in terms of hosts. I don't care that it's not a feature of the game proper, but being able to edit it would be fun. Hell, I'd love to run a 40 team World Cup...
