In the same way that Batman is a super hero. Highly trained, rich as fuck, fights against those that work against the people of his city while wearing a mask, has a personal servant, acts like the wealthy member of the upper class that he is when not in costume. Just that he's operating in the 19th century, so there's a little less available in the way of gadgetry.
