It's definitely a rule in European competion, not sure about th Premier League, but I thought kit developers were just following suit by making all kits with a stripeless back. A few years ago Liverpool, Chelsea, Real Madrid, Spain and Argentina all had kits that looked the same, apart from badges/sponsors, obviously.
