Argument could then be made that he lost balance avoiding a tackle that didn't win the ball. If the goalie hadn't come out and try and tackle him, he wouldn't have fallen over. Ergo, it was a pen.

No chance that is a penalty. If we are going to give penalties for 'he could have gone down but he wasn't touched' we should either making diving legal or outlaw tackles. Or both.
