From what I saw, there was an internal power struggle between the two and Hue seemingly won. Doesn't mean the next guy won't want his own guy but it's not necessarily Hue's fault the team isn't very good.

One of the group's that help the NFL promote diversity and equality of job opportunity is upset that the Browns didn't interview one of their recommended people and are deeply trouble by the move.

according to Wikipedia, its for head coaches and any "senior football operations jobs"

The article that I read about it said that they did comply with the Rooney Rule, they just didn't interview anybody that was recommended by the people that over see the Rooney Rule.
